Take your hula hoop and tie 8 pieces of twine around your hula hoop a few inches apart, then pull them up and tie them together so you can hang it. Then put a few dots of glue where you want to start wrapping your ribbon around. Wrap the ribbon all the way around the hoop and glue the end. Then all you have left is wrapping your icicle light string around. Ty using zip ties along the way to help secure your lights. Now plug it up and enjoy.
